Tested where it will actually run
Every LMS reads the SCORM spec slightly differently. A package that passes in SCORM Cloud can still fail in Moodle, Totara or Cornerstone, so I test in both.

The reference player. If it fails here, it's the package; if it passes here and fails in your LMS, it's the LMS.
