Accessible SCORM Service

# **SCORM courses built and tested for **WCAG 2.2 AA

Audits, remediation and new builds for training that has to pass an accessibility review: public sector, regulated employers, anyone whose procurement team now asks for a conformance report. You get the course, the evidence, and the paperwork.

**✓** Audit from £450 · Tested with keyboard and screen readers · Conformance report included

Who this is for

## **Someone has asked you for **"WCAG 2.2 AA"** in writing **

UK public sector websites and apps have been covered by accessibility regulations since 2018, and the regulations measure them against the current version of WCAG, which is now 2.2. The same wording is turning up in corporate tenders and supplier questionnaires.

### **Public Sector & Education**

Councils, NHS trusts, universities and arm's-length bodies whose intranet and LMS content falls under the 2018 accessibility regulations.

### **Regulated Employers**

Compliance training that every employee must complete, where one learner who can't finish it is a legal and HR problem.

### **Training Providers & Agencies**

You sell courses into clients who now ask for a conformance report, and you need someone to produce it without rebuilding everything.

What I check

## **Every AA criterion, plus the SCORM-specific traps **

Automated scanners catch some failures, but not focus order, announcements or whether a quiz can be finished. Those need a person with a keyboard, a screen reader and an understanding of how a SCORM player gets in the way.

### **WCAG 2.2 A and AA**

- **✓**Text alternatives, captions, transcripts and audio description
- **✓**Colour contrast, text resizing to 200% and reflow at 320px
- **✓**Keyboard operability, visible focus, and focus not hidden behind headers or players
- **✓**Target size, single-pointer alternatives to dragging, consistent help, no redundant entry
- **✓**Headings, landmarks, names, roles and states for every control
- **✓**Timing adjustable, no flashing, motion that respects reduced-motion settings

### **SCORM and course-player specifics**

- **✓**Player chrome: menu, progress, next/back and the LMS frame around it
- **✓**Focus management when slides, layers and quiz feedback change
- **✓**Completion and scoring reachable without a mouse or timing
- **✓**Drag-and-drop, hotspot and slider questions with equivalent alternatives
- **✓**Resume and bookmarking under keyboard-only navigation
- **✓**Authoring-tool defaults that fail: Storyline, Rise, Captivate and iSpring

Tested against the [WCAG 2.2 Level A and AA success criteria (opens in a new tab)](https://www.w3.org/WAI/WCAG22/quickref/) with NVDA and JAWS on Windows, VoiceOver on macOS and iOS, and TalkBack on Android.

The deliverable

## **Evidence your procurement team **can file

I don't sell certificates or guarantee legal compliance. What holds up in a review is a criterion-by-criterion report with the evidence behind each result, including anything that still fails and why.

### **Audit report**

Every A and AA criterion marked Supports, Partially Supports, Does Not Support or Not Applicable, with screenshots, the assistive technology used, and the screens affected.

### **Prioritised fix list**

Failures ranked by how many learners they block, with the fix for each, so your developer or I can work through them in order.

### **Conformance report**

An Accessibility Conformance Report on the VPAT 2.5 WCAG edition (or the EU edition for EN 301 549), ready to attach to a tender response or send to an accessibility officer.

How it works

## **Audit first, then fix only what fails **

The audit is a fixed price. Remediation is quoted from the audit, so you never pay to fix things that already pass.

**01**

### **Send the package or brief**

5 minutes

The SCORM zip and source files if you have them, or the brief for a new course. Tell me who is asking for WCAG 2.2 AA and when.

**02**

### **Audit**

3–5 working days

Expert testing with keyboard, screen readers, zoom and contrast tools against every A and AA criterion, in SCORM Cloud and your LMS if you give me access.

**03**

### **Report and quote**

Same day

You get the report, the prioritised fix list and, if you want me to fix it, a fixed price for remediation based on what actually failed.

**04**

### **Remediation and re-test**

1–2 weeks

I fix the failures in your source files, re-test, update the report and hand over the Accessibility Conformance Report.

Transparent pricing

Course players and drag-and-drop activities are where SCORM content most often fails the new criteria. Everything that passed 2.1 AA still counts, except 4.1.1 Parsing, which was removed."}},{"@type":"Question","name":"Do UK organisations have to meet WCAG 2.2 AA?","acceptedAnswer":{"@type":"Answer","text":"Public sector bodies broadly do. The Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 measure websites and apps, including intranets, against WCAG Level A and AA as it is amended, which now means WCAG 2.2. There are exemptions, for example intranet content published before 23 September 2019 that hasn't had a major revision since. Private employers are not bound by the same regulations, but the Equality Act 2010 duty to make reasonable adjustments applies to staff training, and many tenders and supplier questionnaires now ask for WCAG 2.2 AA by name. I can explain what the technical findings mean, but I'm not a lawyer, so take legal advice on your organisation's obligations."}},{"@type":"Question","name":"Can an Articulate Storyline or Rise course meet AA?","acceptedAnswer":{"@type":"Answer","text":"Usually yes, with care. Rise output is largely accessible out of the box as long as the author steers clear of the drag-based blocks, such as sorting and matching activities, and writes proper alt text and captions. Storyline can reach AA but it depends on how the course was built: custom players, drag-and-drop without an alternative, timed interactions and layered slides are the usual failures, and some are cheaper to rebuild than to patch. The audit tells you which you have."}},{"@type":"Question","name":"Will you certify the course as WCAG compliant?","acceptedAnswer":{"@type":"Answer","text":"No. WCAG is a set of criteria, not a certification scheme, and a course only conforms in a given version on a given date. What I give you instead is an Accessibility Conformance Report on the VPAT 2.5 WCAG edition: each criterion marked Supports, Partially Supports, Does Not Support or Not Applicable, with notes on how it was tested. If a tender asks for EN 301 549, I use the VPAT EU edition instead. It is evidence, not a guarantee of legal compliance, and it is what procurement teams and accessibility officers actually ask for."}},{"@type":"Question","name":"What about video, audio and PDFs inside the course?","acceptedAnswer":{"@type":"Answer","text":"They're part of the audit. Pre-recorded video needs accurate captions and, where the visuals carry meaning the audio doesn't, an audio description. At AA, a transcript or text alternative on its own isn't enough. Audio narration needs a transcript. Attached PDFs need to be tagged and readable, or replaced with an HTML page. Captioning and audio description are priced per minute of media on top of the package price."}},{"@type":"Question","name":"Does the SCORM tracking still work with a screen reader?","acceptedAnswer":{"@type":"Answer","text":"That's one of the checks. Completion and scoring must not depend on a mouse-only interaction, focus has to move sensibly when a slide changes or a quiz question is answered, timed elements need to be adjustable, and the course must still resume correctly when a learner navigates with the keyboard. I test the package in SCORM Cloud with a screen reader running, not just the content on its own."}},{"@type":"Question","name":"Do you test with disabled users?","acceptedAnswer":{"@type":"Answer","text":"The audit is expert testing with assistive technology: NVDA, JAWS, VoiceOver and TalkBack, keyboard only, 200% zoom and reflow, high contrast and reduced motion. Usability testing with disabled learners is valuable and I'll recommend it for high-stakes training, but it's a separate piece of work with its own participants and budget, which I can help you scope."}},{"@type":"Question","name":"How long does an audit take?","acceptedAnswer":{"@type":"Answer","text":"A single course of up to 30 screens is reported within 3–5 working days. Remediation depends on what the audit finds; most Storyline and Rise fixes are done within two weeks of sign-off. Accessible builds follow the normal 4–8 week development timeline with accessibility review at the design, build and delivery stages."}}]},{"@id":"https://scormspecialist.co.uk/services/accessible-scorm#service","@type":"Service","description":"WCAG 2.2 AA accessibility audits, remediation and accessible builds for SCORM courses, tested with keyboard and screen readers, with an Accessibility Conformance Report.","name":"Accessible SCORM (WCAG 2.2 AA)","url":"https://scormspecialist.co.uk/services/accessible-scorm","areaServed":{"@type":"Country","name":"United Kingdom"},"offers":[{"@type":"Offer","name":"Accessibility audit","price":"450.00","priceCurrency":"GBP","priceSpecification":{"@type":"PriceSpecification","minPrice":"450.00","priceCurrency":"GBP","valueAddedTaxIncluded":false}},{"@type":"Offer","name":"Audit and remediation","price":"1200.00","priceCurrency":"GBP","priceSpecification":{"@type":"PriceSpecification","minPrice":"1200.00","priceCurrency":"GBP","valueAddedTaxIncluded":false}},{"@type":"Offer","name":"Accessible course build","price":"3500.00","priceCurrency":"GBP","priceSpecification":{"@type":"PriceSpecification","minPrice":"3500.00","priceCurrency":"GBP","valueAddedTaxIncluded":false}}],"provider":{"@type":"LocalBusiness","@id":"https://scormspecialist.co.uk/#identity","name":"SCORM Specialist"}},{"@id":"https://scormspecialist.co.uk/services/accessible-scorm#/schema/breadcrumb-list/1","@type":"BreadcrumbList","itemListElement":[{"@type":"ListItem","position":1,"name":"Home","item":"https://scormspecialist.co.uk/"},{"@type":"ListItem","position":2,"name":"Services","item":"https://scormspecialist.co.uk/services"},{"@type":"ListItem","position":3,"name":"Accessible SCORM"}]},{"@id":"https://scormspecialist.co.uk/#logo","@type":"ImageObject","caption":"SCORM Specialist","contentUrl":"https://scormspecialist.co.uk/logo.png","inLanguage":"en-GB","url":"https://scormspecialist.co.uk/logo.png"},{"@id":"https://scormspecialist.co.uk/#organization","@type":"Organization","logo":"https://scormspecialist.co.uk/logo.png","name":"SCORM Specialist","url":"https://scormspecialist.co.uk","address":{"@type":"PostalAddress","streetAddress":"86-90 Paul Street","addressLocality":"London","postalCode":"EC2A 4NE","addressCountry":"GB"},"sameAs":["https://www.linkedin.com/in/larryioannidis/","https://lostendfound.com","https://scorm-lab.com","https://ppt-to-scorm.com","https://scormbridge.app"]}]}
